T.Y. Lin Award
Congratulations to Dr. Carin Roberts-Wollmann, PhD, recipient of the 2024 T.Y. Lin Award. Her paper, “Comparison of Post-Tensioned Slabs with Banded-Uniform and Banded-Banded Tendon Arrangements,” published in the ACI Structural Journal (July 2022), perfectly embodies the award’s purpose. Dr. Roberts-Wollmann is a Professor and Associate Department Head at Virginia Tech. She is a Fellow of ACI and PCI and has received several honors, including the ACI Delmar Bloem Distinguished Service Award. She earned her PhD and MS from the University of Texas at Austin.
The T.Y. Lin Award recognizes authors of impactful papers on prestressed concrete relevant to ACI, PCI, PTI, or ASCE.
Wilbur S. Smith Award
Congratulations to Dr. Gerardo Flintsch, PhD, PE, FASCE. He earned the award for his work in developing sustainable, resilient, and multi-functional pavement systems using environmentally friendly technologies, as well as his innovative design, assessment, and management solutions. His efforts in educating a workforce ready to implement these innovations also played a key role in his recognition.
Dr. Flintsch is the Dan Pletta Professor of Engineering (since 2021) and CSRI Director at the Virginia Tech Transportation Institute (VTTI) in Blacksburg, VA. For more details on his career, visit the release on ASCE.org.
The Wilbur S. Smith Award was established to honor contributions to the enhancement of the role of the civil engineer in highway engineering and in recognition of the outstanding professional accomplishments of Wilbur S. Smith, Hon.M.ASCE.

Marvin Hilton, PE
In 2002, Marvin Hilton proposed that Virginia implement a Continuing Education requirement for maintaining a Professional License, following the example of many other states. The VA Section Board of Directors (BOD) agreed and asked Marvin to draft a proposal. Though surprised, Marvin complied, creating a draft in a format suitable for the State Assembly, thanks to his experience in previous legislative sessions.
The BOD then instructed Marvin to send the draft directly to the APELCIDLA Board, bypassing their review, as the APELCIDLA Board would refine it further. The APELCIDLA Board forwarded the draft to the VA Professional Engineers Society, which coordinated with other licensed disciplines to create a comprehensive proposal. The final draft was submitted to the State Legislature for review and, after much discussion, was passed into law in 2006.
The law mandated that the APELCIDLA Board develop regulations to implement the new continuing education requirement. In recognition of his work, the Virginia Section of the American Society of Civil Engineers honored Marvin J. Hilton, PE, 1989 Past President of the Virginia Section, at their Centennial Celebration Gala in Richmond on March 22, 2022.
